Unlike the Lloyds boss, who warned of a housing bubble, Mr Spencer says "The housing market is extremely depressed, it's just come out of a very large depression." He adds that a programme like this will help stimulate the market. "Builders will not start house construction unless they're looking at a vibrant kind of market," he says. |
